- Each card shows the building's name, lease-up deadline, available units, and percent leased.
- Your Tasks are on the right side of the page.
Find a buildingShow stepsHide steps
- Search projects: type the building's name.
- All / In Progress / Closed: show only buildings at that stage.
- Project (funnel icon): narrow by status, deadline, or percent leased.
- Sort (arrows icon): order by name, deadline, or percent leased.
Your Tasks
Your shortcut to the finish line. Harmony tells you what needs you, so nothing slips.
What are Tasks?
Your to-do list. Harmony watches every applicant and adds a task when something needs you.
- The tag shows how urgent it is: Overdue, Ready, or how long it has been waiting.
- The label shows the kind of task: Documents Due, Files for Review, Notice, and more.
- On the Portfolio page you see tasks for every building. Inside a project, you see only that building's tasks.
- Finished tasks move to Closed on their own.

Step 1: Connect to Housing Connect
– You only do this once. What is the Housing Connect connection?
Your Housing Connect login, saved in Harmony.
- Harmony uses it to bring in your building's lottery and applicants, so you never enter them by hand.
- Use your own login, and never share it.
Connect your Housing Connect accountShow stepsHide steps
- The first time you sign in, a Set up Housing Connect window opens.
- Enter your Username and Password → Test connection → Save and continue
Step 2: Add your building
🎬 Add a project, Attachment U, and the applicant log: View here
You'll need the building's Lottery ID from Housing Connect.
What is a project?
One building's lease-up: its Housing Connect lottery, units, and applicants.
- Each building gets its own project.
- Harmony brings in the address, income limits, and preference groups for you.
Add a new projectShow stepsHide steps

- Create Project → Lease-up project
- Enter the Lottery ID → Confirm
- Check the Project Review page
- Answer the credit check question → Create Project
If something goes wrong
- "This ID belongs to…": the project already exists. Click View to open it.
- "Couldn't sync": Housing Connect didn't respond. Try again a little later.
Step 3: Add your units
🎬 Add a project, Attachment U, and the applicant log: View here
Harmony needs your unit list before it can match households to units.
What is Attachment U?
Your building's list of units.
- For each unit it lists bedroom size, AMI level, rent, set-aside, and voucher (PBV) status.
- Harmony uses it to match each household to units they qualify for.
- Required: you can't pull applicants until it's added.
- Harmony leaves out homeless set-aside units and the super's unit.
- You can upload it only once for each project.
Add Attachment U to your projectShow stepsHide steps
- Open your project → Summary → Units → Attachment U
- Upload Attachment-U: drop in the file or click Browse (.csv, .xlsx or .xls)
- Check the import report. It compares your unit counts with Housing Connect.
- Subsidized units? Select subsidized units → check the pre-selected units → Confirm subsidized units
Step 4: Upload the applicant log
🎬 Add a project, Attachment U, and the applicant log: View here
The last setup step. After this, you're ready to lease up.
What is the applicant log?
The spreadsheet of every applicant in your building's lottery.
- Download it from the HDC SharePoint portal for your lottery.
- Harmony brings in every applicant from it, so you can pull your first batch.
- Required: you can't pull a batch until it's uploaded.
- Got a corrected log? Upload it again. Only applicants not yet in a batch are updated.
Upload your applicant logShow stepsHide steps
- Open your project. Your Tasks show Upload Applicant List to start batching.
- Upload Applicant List → choose the file (CSV, XLSX or XLS, up to 25MB)
Next stop on the way to a signed lease: your first batch.
Step 1: Pull a batch and triage it
🎬 Pull a batch: View here
You'll repeat this all through lease-up. Harmony adds a Pull the next batch of applicants task when you're ready for more.
What is a batch?
A group of applicants from your applicant log that you work on together.
- You choose how many applicants to pull.
- Triage means sorting each applicant in the batch. Harmony suggests where each one goes, and you keep or change it.
Pull a batch and triage itShow stepsHide steps

- Open your project → Applicants → Run Batch
- Set Number of Applicants → Pull Batch
- When it finishes → Start Batch Triage
- Check each list. Keep or change Harmony's suggestion → Submit Changes
Step 2: Review documents
🎬 The Applicants tab and checklist: View here🎬 Approve a document: View here🎬 Argyle and Plaid: View here
Each applicant's checklist has four sections. Finish all four before moving on.
What does Harmony check for me?
- You always make the decision. Harmony never approves or rejects a document for you.
- Harmony checks that each upload is the right kind of document, so a birth certificate uploaded instead of a paystub gets caught.
- Harmony points out common bank transactions worth a closer look.
🪪 Household Information: what to look forSection 1 of 4
- Checklist → Household Information → click any document name. The review window opens with every household member.
- Left side: click one member's document at a time, like a photo ID.
- Right side: review it → Update Status → Approved or Rejected
- Repeat for every household member. Then do the same in the other three sections below.

Check for:
- A photo ID, birth certificate, or proof of relationship for each person
- Names and birth dates that match the application
💵 Income: what to look forSection 2 of 4
- Employment Income, Benefit Income, or Other Income → click any document name.
- Left side: click one member's income document at a time.
- Right side: review it → Update Status → Approved or Rejected
- Someone's income proof missing? Section ··· → Request a document
Check for:
- Recent pay stubs, employer letters, benefit award letters, or child support proof
- Name, employer, and amounts that match what the applicant reported
🏦 Assets: what to look forSection 3 of 4
- Household Assets → click any document name.
- Left side: click one member's statement or proof at a time.
- Right side: review it → for a bank statement, record the balance → Update Status → Approved
Check for:
- A statement or proof for every bank account
- Every asset they still hold, and any asset sold for less than full value
- The name matches, and the statement is recent
🏠 Rent History: what to look forSection 4 of 4
- Rent History → click any document name.
- Left side: click one document at a time.
- Right side: review it → Update Status → Approved
Check for:
- A letter showing the current rent amount
- 12 months of rent payments, such as receipts or bank records
Step 3: Flagging transactions and requesting documents
🎬 Flag a transaction and approve: View here🎬 Request a document: View here🎬 View as an applicant: View here
What is a flagged transaction?
A bank transaction that needs an explanation, like a large deposit.
- Harmony flags deposits over $20 it can't identify.
- Found on statement: an account the applicant didn't list. They're asked to add it.
- Statement Harmony couldn't read? Nothing is flagged, so read it and note deposits yourself.
- You always decide what needs explaining.
Flag a transaction and ask the applicantShow stepsHide steps

- Household Assets → open the statement → Review transactions
- See something unusual? Note a transaction to flag it → Send to applicant
- Now it's on the applicant. They explain each deposit from their dashboard.
- You'll get a notification: A deposit form is ready for your review. Open the applicant → Accept each explanation, or Reject and Feedback to ask again.
- All accepted? Approve and Send to Sign. The applicant signs the deposit form, and you're notified again.
- Attest and Finalize review to finish.
Request, waive, or upload a documentShow stepsHide steps

- Missing? Section ··· → Request a document
- Doesn't apply? Document ··· → Waive item
- Applicant emailed it to you? Document ··· → Upload file
Step 1: Decide eligibility
🎬 The Income Worksheet: View here
Once every document is approved, it's time to decide.
What is the Income Worksheet?
- When: after every checklist item is approved. Harmony shows Checklist complete.
- The total you apply becomes the household's official income.
- You can't generate forms until it's applied.
Complete the Income WorksheetShow stepsHide steps
- Open Income Worksheet in the checklist, or Income Worksheet at the top right, next to Quick Actions
- Click an income source in the list. Its documents open on the left, the calculator on the right.

For each income source
- Pick a Calculation method:
- Pay stub calculator: enter each stub's Pay date and Gross pay, then the YTD gross from the newest stub.
- Enter a figure: type an annual amount you already worked out, with a note.
- Check the Income basis. Harmony picks the Handbook default. Choosing another one needs a note.
- Compare the numbers with the documents on the left → Save entry

When every source is saved
- Check Current worksheet total against Application attested (Housing Connect), the income the applicant reported.
- Apply as official figure → check the amount → Apply

- A document changed later? Re-enter that source, then apply again.
- Need a copy for the file? Export PDF
Mark an applicant eligible or ineligibleShow stepsHide steps
- No need to change it while you're still reviewing. Harmony moves the status for you after triage, at the first upload, when a deadline passes with nothing uploaded, when you assign a unit, when you record an appeal decision, and when Housing Connect updates it. Applying the Income Worksheet doesn't change it.
- Change it yourself once you've made a decision: Eligible, or Ineligible / Rejected. Later on, you also set Agency Review and Waiting Signature.
- Scroll to the top of the applicant's page. Click the status next to OVERVIEW.
- Choose Eligible, or Ineligible / Rejected

Step 2: Send notices
🎬 Send a notice: View here
Harmony tells you when each notice is due.
What is a notice?
An official letter the applicant must receive, like an approval or a rejection.
- Harmony adds a Notice task when one is due. See the list of notice tasks.
- Each notice can be sent only once, so read the preview before you send.
- A rejection notice must list every reason that applies.
Send a noticeShow stepsHide steps
- Quick Actions → Send Notice
- Pick the notice → check every reason that applies
- Read the Email Preview → Send

- Paper applicant? Print it, mail it, and fill in the Mailing record.
- Already sent outside Harmony? Mark as sent
Step 3: Offer a unit and send forms
🎬 Assign a unit: View here🎬 Generate forms: View here
Almost there! The finish line is in sight.
Assign a unitShow stepsHide steps
- Quick Actions → Assign Unit
- Pick a unit tagged Compatible → Assign Unit

- Harmony updates the applicant's status for you.
- Log-order warning? Someone with a lower log number is waiting. Only continue with a real reason in Override reason.
What are lease-up forms?
The forms the household signs, like the Tenant Income Certification. They're separate from notices.
- Most forms stay gray until every checklist item is approved.
- The Tenant Income Certification also needs a unit assigned.
- Every adult in the household must sign.
Generate forms and send them to signShow stepsHide steps
- Quick Actions → Generate forms
- Check the forms → Generate
- First time for this household? Enter the Move-in, Effective, and Next recertification dates → Generate forms
- Open the form. Blank fields? Edit form → Send for signature

🏁 The finish line: a signed lease
Finish line🎬 Quick Review: Full Lease-Up: View here
The last stretch: agency review, then the lease.
Send the file for agency reviewShow stepsHide steps
- Send the file to HPD or HDC when your building requires it → set the status to Agency Review
- When they confirm → Record Agency submission acknowledgement
- Not sure if every file goes to the agency? Ask your supervisor.
- Wait for agency review to finish before the lease, move-in, or taking any money from the applicant.
Get the lease signedShow stepsHide steps
- Lease out → set the status to Waiting Signature
- Once the lease is signed in Housing Connect, Harmony moves the household to Occupant for you.
Rejections
ImportantWhen an applicant doesn't qualify, they must hear why.
What happens when I reject an applicant?
- Ineligible means they don't qualify (for example, income or household size). They get the Ineligibility notice (H-2).
- Rejected means their application is closed for another reason. They get the Rejection notice (H-4).
- Harmony adds the notice task for you. The notice must list every reason that applies.
- Once the notice is sent, the applicant can appeal. See Appeals.
- Before you reject over a bank deposit: clarifying a transaction needs action from the applicant first. They explain it, then you're notified to review and approve it. See how.
Reject an applicant and send the noticeShow stepsHide steps
- Applicant's page → click the status next to OVERVIEW → Ineligible or Rejected
- Quick Actions → Send Notice → pick H-2 or H-4
- Check every reason that applies → read the Email Preview → Send
Appeals
Important🎬 Handle an appeal: View here
When a rejected applicant asks you to look again.
What is an appeal?
A rejected applicant's written request to review the decision again. It comes after they get a rejection notice.
- Someone else decides. Only an admin can record the decision, and Harmony blocks whoever made the first decision. If that person is the agency's only admin, they can still decide but must give a Sole-admin override reason.
- Harmony doesn't notify that admin for you, so let them know yourself.
- Approved but no unit open? The applicant goes on the Priority Waiting List.
Record and decide an appealShow stepsHide steps
- Quick Actions → Record appeal → Record written appeal
Don't see Record appeal? It shows only after an Ineligibility (H-2) or Rejection (H-4) notice was sent. - Harmony adds [name] submitted an appeal for re-review to Tasks. Ask an admin who didn't make the first decision to review it.
- The admin opens the applicant → Quick Actions → Record appeal decision
- Harmony updates the status. Then send the matching notice.
Deadlines and expired documents
Harmony tracks every document deadline for you.
How does Harmony track deadlines?
- Applicants get reminders 11, 6, and 2 days before their deadline.
- Your Tasks show when someone's documents are due in 5 days, in 2 days, and today.
- Nothing uploaded by the deadline? Harmony rejects the application and sends the rejection notice (H-4) for you. Paper applications are not rejected automatically.
- Reminders stop once the applicant leaves document collection.
Follow up when some documents are missingShow stepsHide steps
Tasks shows [name] missed the document deadline.
- Open the applicant → Quick Actions → Send Message
- List what's missing and give a new due date at least 5 weekdays away.
A document expiredShow stepsHide steps
An approved document is good for 120 days. After that, Harmony adds a task ([name] has an approved document past its 120-day validity) and lets the applicant know it expired.
- Click the task → View Applicant
- If they need help, section ··· → Request a document to ask for a new copy.
